Adhering to the NGFS reflects a political commitment from an institution and also implies the will and capacity to actively contribute to the work. For that reason, any central bank or supervisory authority committed to actively contributing to the objectives and work of the NGFS is eligible to become a NGFS Member, as set out in article 2 of the NGFS Charter. The NGFS Membership aims to achieve a diverse representation of institutions in terms of geographic areas as well as between developed, emerging and developing countries.

International or regional public financial institutions, international or regional standard setting, regulatory, supervisory and central bank bodies, as well as multilateral development banks, which have demonstrated a proven commitment in sustainable finance are eligible to become NGFS Observers, as set out in article 5 of the NGFS Charter.

Eligible institutions can apply to join the NGFS in compliance with the following procedure, as set out in article 3 of the NGFS Charter:

  • As a first step, the applying institution should contact the NGFS Secretariat (sec.ngfs@banque-france.fr). An introductory call will then be organised in order to present the NGFS’s recent history, working structure and application process.
  • Following this introductory call, the applying institution should prepare an official application letter which should describe their motivations for joining the NGFS, as well some examples of proven commitments (as set out in article 2 of the NGFS Charter) and the areas of interest in which the institution specifically wants to contribute. It is advised to liaise with the NGFS Secretariat while preparing this application request so as to ensure that it meets the expectations set out in the NGFS Charter.
  • Once finalised, the official application letter will need to be submitted by the applying institution (by the Governor or Head of Supervision for Members or by a board-level official for Observers). The official application letter should be addressed to the NGFS Chair, with the NGFS Secretariat copied.
  • The Secretariat thereafter submits the application request by written procedure for approval by consensus of the NGFS membership. It may be submitted electronically to sec.ngfs@banque-france.fr.
  • Once approved, the new Member or Observer will receive an official acceptance letter from the NGFS Chair. This letter will also invite them to appoint their representatives to the NGFS Plenary and to the relevant NGFS working groups.
